Yes. Display off calls the a windows api and tells it to turn off the display. So it will be turned on again as soon as you move the mouse or use the keyboard. Same as if it was turned off by power settings.

I have problem with application, it worked for one day and then it says that cannot detect any apple display.I have gigabyte up5 TH mothewrboard , apple thunderbolt display and win 7 x64... Can I send you some log of the app or something similar?thank you again !
There is not a lot i can do... If BC says that it can't fint the monitor it is because the HID device that controls the brightness was not detected by windows. The typical reason for this is that the monitor's usb cable is unplugged (but that is not really relevant with thunderbolt) or that access is blocked by another application (Apple control panel or something like that).
My best advice right now is to try and turn the monitor completely off (cut the power) and then turn it back on :-(
Also try to attach something like a usb stick to the usb ports in the monitor to see if the internal usb hub is working as expected....
